SHEPPECK, James E., WO2011/17578, A1, (2011) To 2,5-difluoropyridine (3 g, 26.1 mmol) was added hydrazine (1.636 ml, 52.1 mmol) and the contents were heated in a microwave at 120 0C for Ih. Upon cooling, a white solid formed. The solid was colle cted by filtration, washed with ether and dried in vacuo to give 1.74 g of 5-fluoro-2-hydrazinylpyridine, hydrofluoride that was used without further purification. 1H NMR (400 MHz, DMSO-d6) delta ppm 7.96 (1 H, d, J=2.86 Hz), 7.42 (1 H, td, J=8.80, 2.86 Hz), 7.35 (1 H, br. s.), 6.73 (1 H, dd, J=9.02, 3.74 Hz), 4.12 (2 H, br. s.).
